Reminiscent of a slogan on the wall. An exhortation with the hope that it reaches everyone. Do not stay spectators!
If it were a contemporary work, (as I initially thought it was before I uploaded the entire page) I would think that the artist wants to frame the whole era, which gives way to the awesome graffiti that now adorn the walls.
However, both the year 1974 and the Manipulations – Antispectacular title, allow various “readings”.
